Estuary Restoration Hits Year Three With Mixed Metrics

Fish counts improve; invasive plants remain stubborn; community science keeps the dataset honest.

Year-three monitoring of the South Channel estuary restoration shows rising juvenile fish counts and stubborn patches of invasive reed, according to a report released by the coastal science consortium.

The 88-page report covers 340 restored acres, the largest such project attempted in Port Meridian's inner harbor, and it arrives at a moment when the consortium needs to convince three separate funders that a partial success is still a success.

Project lead Dr. Helen Ibarra called the results "directionally right and unfinished." Native plant cover increased in the upper marsh but lagged in high-energy edges where wakes still bite.

The numbers carry that split. Beach seine surveys logged a mean of 41 juvenile fish per haul in 2026 against 12 in the 2023 baseline, with the sharpest gains among juvenile flounder and a small forage species the report identifies only by its scientific name three times before relenting and calling it a silverside. Native vegetation now covers 61 percent of the upper marsh, up from 22 percent. In the outer third of the site, exposed to the channel, that figure is 19 percent and has moved four points in three years.

The invasive reed, meanwhile, occupies 84 acres, down from 112 at peak but up from the 71 acres recorded in 2025. Crews treated 40 acres last spring; roughly a third came back.

Community scientists who walked transects every month were credited by name in the appendix - a deliberate choice after volunteers said they felt extractive in prior projects.

## The volunteers who found the error

There are 74 names in that appendix, and one of them, a retired postal carrier named Roland Beaupré, is responsible for the report's most awkward paragraph.

Beaupré walked transect 11 monthly for two and a half years. In August he flagged that the water-temperature figures his handheld unit produced were consistently running two to three degrees warmer than the fixed logger sixty feet away. Staff initially attributed it to sun on the handheld. Beaupré, who had already ruled that out by taking readings before sunrise, kept asking.

The fixed logger had drifted. When the consortium recalibrated and reprocessed, eleven months of temperature data across four stations required correction, which in turn shifted two of the report's dissolved-oxygen conclusions from significant to inconclusive.

"That is what the appendix is for," Ibarra said. "He was right and we were slow, and the report says so in the section on data quality. If we had buried it, the next person to find it would have had every reason to distrust the rest."

Field technicians emphasized that sensors fail in ordinary ways: bird strikes, battery sag, firmware quirks. The science depends as much on maintenance schedules as on elegant models. The project budgets 240 technician-hours a year purely for instrument servicing, roughly 14 percent of its monitoring line.

## Shipping asks a fair question

Shipping interests asked whether restored shallows would constrain future dredging. The report maps zones of flexibility and zones that would require extensive review to alter — 62 acres in the first category, 190 in the second, and the remainder unclassified pending survey.

Harbor pilots' association representative Nils Osterhout put the concern plainly at a June briefing, and the consortium did not dismiss it. Vessels calling at the two eastern berths currently transit a channel maintained at 34 feet. If regional traffic shifts toward the deeper-draft class already common up the coast, the port would need 38, and the approach to that depth runs alongside restored shallows now on the protected side of the map.

"Nobody in this room wants to pave a marsh," Osterhout said. "But if the answer in 2034 is that the port cannot deepen, somebody should say that in 2026 rather than let three hundred jobs discover it by surprise."

Ibarra's response was that the report deliberately does not answer the question, because answering it is a permitting matter rather than an ecological one, and that the mapping exists precisely so the trade-off can be argued with real acreage attached.

## Money and the September field day

Funding for years four through six is only partly secured. Of a projected $4.1 million, roughly $2.4 million is committed: a state coastal grant through 2028, a foundation renewal, and the port's in-kind contribution of crew boats. The gap is about $1.7 million, most of it in the invasive-control line, which is also the line where results have been worst.

Ibarra acknowledged the awkwardness of asking for more money for the part that is not working. Her argument is that the reed patches are concentrated where freshwater seeps enter the marsh, that the crew now knows this, and that the next treatment cycle targets seeps rather than stems.

A public field day in September will double as a quiet fundraising pitch. It is set for September 19 at the South Channel launch, low tide at 10:40 a.m.

Students on the project are writing methods sections that double as training manuals for the next cohort. Continuity is a research output when grants turn over every two years, and the consortium has already lost two of its four graduate researchers to jobs elsewhere.

Public communication remains a deliberate practice. Figures are released with uncertainty bands, and press officers have stopped promising single-number headlines the data cannot support. Replication of the seine methodology is underway with a partner lab inland; independent confirmation, researchers said, is the price of any municipal interest in the work.

For now, herons seem convinced. Birders report consistent feeding activity on the new benches at low tide, and the Meridian Audubon chapter's monthly count has recorded great blue herons on the site in eleven of the last twelve visits — a bird that was, according to the chapter's own logs from 2019, present on none.
